Paint 3D Not Opening with Snipping Tool or File Explorer

When I try to open Paint 3D using the Snipping Tool or the "Open with Paint 3D" option in File Explorer, I get a message saying, "You'll need a new app to open this ms-paint link," with only an option to look in the store. I haven't made any changes, but now I can't open Paint 3D this way or upload images.

I've restarted my computer several times and uninstalled/reinstalled Paint 3D, but the issue persists. Any suggestions?
