PC not starting correctly

My Windows 10 PC will not boot properly. I have tried many repair methods. My CMD only uses an X drive and not a C drive. Unable to use safe mode or any other method to get my PC running , all I get is a blue screen and an X in the CMD drive. Any suggestions to help with this problem will be greatly appreciated.

Go to https://www.microsoft.com/en-us/software-download/windows10 , scroll down to "Create Windows 10 installation media", download and run the Media Creation tool and use it to create a bootable Windows 10 DVD or USB stick. Start the problem computer with the DVD or USB stick, click "Next" on the "Windows Setup" window, then click "Repair your computer" in the lower left corner.
