PC will not power off

Ever since i have upgraded to windows 10 the computer will not shut down completely. It appears to shut down but the power indicator light remains on and will not reboot unless I hold down the power button for 5 seconds first.

this seem to deal with a completely different issue.

Go into settings and check what power buttons do on shutdown.
