Permissions errors on some C: Drive folders

So I'm having an issue that I have been searching for days for an answer to.
I have 3 folders on my C: Drive (Program Files, ProgramData, and Windows {Program Files (x86) is fine}) that I do not have permsissions for anything for and cannot change them!
I have tried:
Unslecting the Read-Only option (stays checked)
Editing the permissions (Error from screenshot 1)
Editing the Advanced windows from the Security tab to chanfe the permissions (Screenshot 1)
I can take Ownership of the folders, but it doesn't change anything.
Using the built-in Administrator account has no permissions either.
I have tried using the Take Ownership right click menu ad in, as well as manually doing it through the control panel.
I ran a Check Disk last night and it came back with no errors.

I am at a loss now. All the posts I have seen say to take ownership or go through the Advance Window, but those do not work for me.
I'd REALLY hate to reinstall Windows as I have quite a few games and such that I don't want to lose.
