Personalisation problem

Dear sir I'm from India I install Windows 10 built no. 9926 yesterday
There is some bugs but the most problem is I'm not able to add pictures from library in desktop background under personalisation ,not able to change next background time it always stay in 30 minute ,not able to change centre position and not many time it crashes.
So sir I want help from you for how to fix this problem.

Your best action, for the moment, is to update to a later build, where you might find the problem is solved. Currently Build 10049 is available.

So I have to download new 10049 build no windows 10 or download updates in setting

My win 10 will only let me select a solid background color, NO theme, or any other option.
