Restrict Keyboard Type or Remove System Keys for Specific User in Windows 10

In Windows 10, how can I prevent the virtual/touch keyboard type from changing for all users while applying the settings for only one user?

My goal is to restrict all users from using system key combinations on the keyboard. Ideally, I’d like to set a single keyboard type with no system keys (other than Ctrl) for one user.

Any advice on achieving this or alternative solutions would be appreciated. Thanks!
