operation cancelled due to restrictions

In Outlook 2010 I click on a link from an email and I get the message This operation has been cancelled due to restrictions in effect on this computer.

I tried changing to Chrome as default from Edge, but no solution. This problem only happened after I updated to 1809.

I have tried many suggestions found in Google, but none worked. I hope someone can help!!
