Small windows pop up with action items

Whenever I roll the pointer over part of a page, a drop down page pops up and gives action items, etc. Like this-cut, copy delte. I als0 when I open my home page. Should I roll back to an earlier date ?

Hi,

is this a laptop or tower PC?, are you using a USB mouse and if so, have you tried changing the USB port?.
