tmp00000xxx folders keep appearing in C:\Windows\Temp\ directory

Folders named tmp00000xxx keep appearing in my C:\Windows\Temp\ directory, each containing a file named tmp00000000. These folders typically show up after booting up or restarting my PC but occasionally even after I've deleted them permanently.
I've taken steps to block access to my Temp folder, yet sometimes I receive notifications from Windows Defender indicating that powershell.exe (and cmd.exe) has been blocked from accessing the folder %temp%.
Sometimes I'm prompted to perform a security scan on unknown items after choosing not to delete the tmp folders.
Despite running multiple scans using both Windows Defender and Malwarebytes, no detections have been made, so not sure what to do now.
