Unable to uninstall a program which was not correctly installed

I installed Swift For Windows-2.0 on Windows 10 (x64). The program did not install correctly. However, the program is broken. I would like to uninstall the program. Trying to uninstall brings up the NSIS error.

If unable to uninstall can I delete from the Registry,
