Video icons have changed from thumbnails to player-generic

I run x32Win10ProV21H2 in a desktop Tower PC with 4Gb RAM. The icon for files of video clips is normally a scene from the video (a thumbnail); that has changed so that now they are all the same - a generic for the video player. This has often happened before and rebooting would solve the problem, but no longer does. I have made sure that in the relevant places there is a tick for "Show Thumbnails instead of icons" and NO tick for "Always show icons never thumbnails" and in Local Policy Editor that "Turn off display of thumbnails and only display icons" is DISabled, but still the thumbnails are missing for videos. What else can I tweak ?
