When I try to open an application it just loads forever

I was recently about to play the game "TERA" and Skype my friends when my laptop wouldn't let me pick up Skype calls.(I was able to pick up Skype calls just 10 minutes before this happened) I then restarted my laptop which then led to my laptop loading whenever I tried to open an application. PLEASE HELP ME! I've only had this laptop for just over a year.
