Which window/dialogue on top issue

Both my Win 10 computers do this. Sometimes a window stays on top and fails to "get out of the way" when a window underneath is clicked on. I have to actually click on minimise.

The other (related?) thing is save dialogues failing to be on top (usually CS2 photoshop), clicking after initiating the save dialogue just gives the "Ding" noise, and the workaround is to put another prog on top, then bring photoshop back on top. Usually that brings the save dialogue to the fore.

Is this usual?

Windows 10 Professional x64, completely up to date.

Version 1703 (OS Build 15063.632)

I have tried compatibility mod for earlier OS without result.

Might it be a graphics driver problem?, does it happen with all apps or just a particular one?. :)

Two different computers in the same room, both do this. Both have had graphics drivers regularly updated. That has made no difference, nor has a clean install after total removal of drivers. Failing to see the save dialogue seems confined to CS2, but the occasional window staying on top despite clicking on a window beneath, and requiring minimisation can occur with any program and even explorer.
