Win 10 Cisco Wireless Network Issue

I upgraded my mom's 2 yr old E-machine from Win 7 to Win 10 and experienced networking issues. We use Cisco Wireless-N USB adapter which works just fine. However on Win 10, it does not see the network or any network. The dongle itself does not flash blue as well... I have googled for solutions and found some which talks about VPN but that is way out of my league. Isn't VPN for private networking?

Anyways, is there a solution to this problem?
