Windows Command Proccessor takes High CPU Usage

Windows Command Processor (32 bit) uses almost all my CPU usage and I cannot figure out why.

I can end this task and the problem goes away- at least until a while. But suddenly it appears again and sometimes with multiple Windows Command Processor (32bit).

I have used many instructions available on the internet to get rid of this problem, but none of them solved the problem.
Please Help ASAP>
