Windows won’t start, always a blue screen error.

I first got the blue screen error “NTFS File system”. After that I kept getting the error when restarting “Bad System config”. I tried to use the Automatic repair, but It said that if couldn’t find anything wrong. I tried resetting(Keeping and deleting my files), but it then said “There was a problem restarting your PC”.

I tried accessing the command prompt, but the commands I found online needed admin privileges, and I’m not sure how to get them since I can’t just click run as Administrator.
