Xbox App Constantly Stuck in Exclusive Full Screen Mode

Previously, the Xbox app would only enter exclusive full screen mode during cloud gaming sessions. Now, unexpectedly, the app remains in exclusive full screen mode at all times, and I can't locate a setting to switch it back to windowed mode.
