Months? I could be wrong, but I think that only came out in the middle of May. Is that the correct KB number?
But, all things equal. If you have any 3rd party Anti virus, disable it.
Have you tried downloading it from the catalogue and installing it

Only 2 cumulative updates that I'm aware of for 1803. I think you should be looking for cumulative updates KB 4103721 May 08 and KB4100403 May 24

Looking back through your recent posts, I would siggest you are looking at the possibility of a restore or, worst case, a complete reinstall.

This is the CU for the 1709 16299.431 . Not sure what the problem is with that as the TO does not mention it.

Just don't call or chat with MS support. They have no clue of what they are doing. They hover in the Stratosphere while the user is still on the ground....

Tried the download and install for KB4103727 and on restart several times it wants to DL again. I have NO 3rd party virus software installed.

Disregard my input, I misread your post. My apologies!
You were looking for 1709 support, I posted for 1803 cumulative updates. I wouldn't hold your breath waiting for a MS answer. I would perform a clean install of the latest version 1803.17134.81. Don't forget to backup your important data.

Run the native Windows Troubleshooter. Settings > Windows Update and Security > Troubleshoot, click on Windows Update to resolve problems that prevent you from updating Windows.

Together with the OP's other thread/posts, this issue is rather confused. ( I read that he has run the trouble shooter).
I may be wrong, but it looks as though, to begin with, you have got to go back a little an install the large April update, before you can move on. (KB4093112 - I believe)

Tried everything, but will give KB4093112 as at this time it's not visible on my list. That said does Win10 keep a log that would indicate where the install failure is?

Today shows fail on install/update but menu shows no update for shutdown. Also update working on installing 1803?? Going to see how interesting this will get.

A fresh install of 1803 makes perfect sense to me. I was going to suggest the same, but thought you may be avoiding it for whatever. Make sure you have a backup of your important files, pics...Good luck!

That would mean I must reinstall all my other programs/Apps correct? If so... I'm not HAPPY! I wonder once MS forces 1803 which is at 80% at this moment it will fix the past version mistakes? I will update once it completes...

I keep all of my downloads, that is, programs and cumulative updates on a thumb drive for occasions like this. Restoring is a breeze if you have them on hand and a recent backup of all your personal data. Saves data usage too if you have them readily available. I just install what I need, all they then require is a recent update.

Well.. it fixed itself! Almost a week ago 1803 update fixed the issue I was having and shows not updates or restarts needed as of today.
