Maybe it would be best to ask.... "the address book" for what? Are you using a specific email client / service that contains a "contact list"?
Address book is not actually called address book, natively in Windows 10, it is now referred to as the "People" app and its' contents may depend on if you've configured the "Mail" app to use one of your email addresses and if that particular email account contains any contacts.
