Can't create new folder on desktop only

i am unable to create new folders on desktop in any of the profile. i have three profiles in my PC . i cant understand what happened. i think this pictures helps you to solve my problem

you can get images from this link because if i try to upload them it says file is too large

Those images appear to show 2 monitors, is that correct? Could be the wrong desktop is being chosen?

yes i am using two desktops but i can't create on both screens
i also tried by disconnecting the other screen
