Can't Open Settings on my Windows 10, and my action center keeps voiding my actions

So I'm having a hard time, I can't access my settings. Also I've tried doing some actions on action center like opening bluetooth wifi or everything it contains but it keeps on voiding my actions like when I open bluetooth it becomes colored (like it looks like it opened) and then I close my action center, and when I open it again it's just grayed out again, it keeps voiding it. And on settings it just opens for a blink and it will close again. Please help. I've already tried sfc scan, and troubleshooter on 67758, didn't work. Please help meeeeee

The system is fully activated? I have a laptop I used with the Insiders program but I never installed over a prior OS. Although it says a digital activation is done, which it should not, after some time it stops allowing me to access the Settings also.
