Start menu opens but can't access icons

The start menu opens and appears to be working but when I put the mouse on an item and try to open by clicking - nothing happens

Use your keyboard
Windows logo key + R key
In the run dialog box type
calc
hit enter
can you use your mouse on the X in the top right corner to close the App
do it again but this time type
iexplore
hit enter
Again... can you use the mouse to close the application.

On the left side of the start menu, can you scroll down to
Windows Accessories and use your mouse to click to expand that container?
Can you use your mouse to launch any of those applications (notepad, wordpad, Internet Explorer, etc.)?
