A tip: using all Caps on forums is akin to shouting, not considered as polite.

The ECS motherboard can be used by OEMs and Custom/Consumer builders, which is yours? If OEM is the computer still under warranty, if Custom/Consumer is the motherboard and other components still under warranty?

Unlike the older AT motherboards, the ATX type controls the power supply and sometimes difficult to determine where a problem occurs.

there is a way to test the power supply. Every motherboard connector has a green wire which is next to a black wire. Unplug the connector from the motherboard and connect those two using a pointy tweezer. If the power supply starts up and stays up, your problem is the motherboard, otherwise its the power supply.

A couple things you can try to rule out. Unplug everything except display, mouse and keyboard, and see if it boots. Secondly, pull out one stick of ram and try to boot. If it still does the same, try booting with the other stick. At least that can rule out any peripherals, and ram issues. That basically leaves the psu, graphics card or motherboard as the issue. It's odd that there's no beep codes, as it does look like it has a motherboard speaker. You can try what Grizzly recommends too. My first thought would be either motherboard or PSU.
