Welcome to the forums, George.
If you are using the default "People" app for contacts, it should be as simple as searching for "People" from the start menu and then clicking the "+" button to add a contact:
To delete a contact, simply click on the contact name and then then click the ellipsis button (three dots) on the blue background. Now click delete:
If you're not using the "people" app for contacts, let us know a bit more about the problem and I'll do my best to help.
