Cortana says " Welcome back ". Why ?

This had happened before and I did not give much thought about it.
But it is happening again.
The search box would show "search the web" or something like that instead of "Ask me anything".
Then I had to click at the search bar to get Cortana to show up.
Then it would ask for my name and permission to know my location. Then it would be back in business.

Why is that ?
The only thing I did shortly before that was to run Ccleaner which recovered 772 MB of disk space.
No installation, no registry editing, none.
Ccleaner has removed something to de-activate Cortana ?

No idea.... mine just says Hello Randy and here's some info for your evening.
Maybe it has something to do with your dual boot?
I gave up on dual booting a while back as my two Operating Systems seemed to continuously mess with one another, missing restore points and various other odd anomalies
