Do the Release ISOs have the repair tools?

Release 15019 was extremely slow after a few days running. Couldn't find the cause. Attempted to restart with repair mode. That apparently bricked the MBR so now I can't even boot into the system.

So do the Release ISOs have the repair tools? That way I can boot into a DVD or USB stick.

Incidentally, I found the ISOs won't quite fit on a 4.7GB DVD

I noticed the ISO of 15025 is 4,237,690 bytes. Which with overhead on DVD must be over by a bit I'd think. I think MS will have to fix that before release. I have a DVD r/w doublesided drive but I don't know if any of my PCs can boot from a disc like that. I have several 32Gb USB sticks and haven't burned a cd/dvd for years now!

Yes the installation media that you create from the ISO should be bootable and contain an option to "Repair your PC" from which you can use the Troubleshooting -> Advanced Option to attempt
Startup Repair, System Restore, etc., etc.
