Norton has a known flaw that blocks Scripts in Outlook and as a result can cause Outlook to generate that error message you are receiving.
Microsoft Official acknowledged this issue and suggested going to Norton's webpage and checking for updates to the security software.
That aside, as I mentioned earlier it can also be triggered when there are Windows Activation issues. If you click on Start > Settings cog > Update & Security > [ in left pane ] Activation if there is an issue you will now see in the right pane an option to click Troubleshoot which is a utility designed to resolve Activation issues. If Troubleshoot is not present then theoretically your Activation is valid and there is no issue here.
You may also need to check your drivers via Right-clicking Start > selecting Device Manager and making sure there are no outdated drivers or ones marked with an ! mark which would indicate an issue. Try updating drivers.
If the Windows Update cache is blocked by an incomplete download, or faulty package, that too can trigger the error code you are seeing. To resolve that, simply: Press Windows key and S key together, then in the Search box type troubleshooting and press Enter key. When a new window appears, in the left pane select View all then in the right pane scroll to bottom of list present and open Windows Update troubleshooting app.
There are a few other possibilities but the above are the most likely ones to be bothering you.
