Can you use Ctrl + Alt + Delete
To launch task manager?
If so use the menu bar "File" to run new task and type C:\Windows\System32
hit enter or click OK
Scroll down to cmd.exe
right click it and choose Run as Administrator
At the command prompt type sfc /scannow
See if that provides any help.
If I am understanding you correctly, your computer is unusable due to the problem .dll file (Windows Direct User Interface) crashing Explorer (windows shell).
If that is correct then I would suggest.....
Booting from the installation media and on the second page after choose keyboard and language, you use the link that says "Repair Your PC".
You should be able to use the advanced troubleshooting options to perform a "Start Up Repair". I would try that first
The installation media can be obtain through either of these two resources.
Once you have the ISO, you can use ImgBurn to burn it to a DVD or Rufus to burn it to a USB ThumbDrive, either of which you can use to boot your computer.
