Explorer process requires about 3 minutes for task bar icons to appear

Every time I start windows, it loads pretty quickly, start menu works, programs load, BUT it takes about 3 minutes before my pined icons and my added system icons (i.e. Google Drive vs default system volume, battery, etc.) appear in the task bar. I narrowed it down to the "Windows Explorer" process because when I manually terminate this and run it, then it again takes 3 min for it all to come back. During this whole time, the processor, memory & hard drive stay level (nothing noticeable running). I haven't found anything on google regarding this.
Any ideas?
