Failed to Connect to a Windows Service

When I logged into this forum I received the above message. I just ignored it and continued with signing in.
Any ideas what would have caused this message to appear on my desktop. BTW I'm signed in as I always do; that is, Local "Standard" User.. I only use my Local Admin account for maintenance purposes, clean up, backup, system imaging...
