Failed to Connect to Windows Service

I upgraded from Windows 8.1 to Windows 10 November 2015. Since that time I am constantly having to reset the winsock on my laptop. It works for a short time but then I have to reset it using netsh winsock reset.
Why is this happening? When the failed connection occurs I am not able to use google chrome, but I am able to use Edge.
Your thoughts. Thank you

Try a Clean Boot and see if that has any impact on your problem.

Easily done, easily undone.
Basically you're just disabling all the Startup Items and All non-Microsoft services.
Be sure to check the box to hide Microsoft Services, as you don't want to accidentally disable any of those.

Old, outdated or corrupt network adapter driver?
What network adapter, Manufacturer's Name, Model Name, Model Number are you using?

When you receive the error, can you use the Windows Snipping Tool to take a snapshot of the message, so we might see the specifics?
