Can't get into a hotmail account. Get a message about having too many messages, which is not true. Follow steps and nothing happens. Could it be hacked?

I suspect your account has either been compromised or someone is trying to access your account but is unable so MS have locked it.
Do you have 2-step authentication turned on?
Do you receive any notifications to approve a log in?
I assume you cannot access your account at all so you should follow the instruction to recover your account:
