How do I Restart Win 10 without password?

I need to do a RUN in Administrative mode but I can't do it by right clicking as in Win 7

When you right click an executable that this is not available to you

I can only say, that it should be, as it has been in previous versions of Windows.
I might suggest using the native System File Checker to scan for possible problems.
