how to get 9860 to play dvd ?

Cannot play dvd, regardless whether it is a home made video or a retail movie dvd.
Tried Windows media Player as well as VLC. No dice.

OK. The VLC found in Windows Store does not work. I uninstalled it.
This one I found in the web does work...... VLC 2.1.5

Still wonder why Windows Media Player, a MS product, will not play videos.

Media player should play videos such as You Tube, etc and audio CDs. It takes a different program to play a movie DVD though. I think Windows Media Center would have gotten the job done but I don't think it's free.
