How to permanently change windows 10 standard folder icon to custom icon?

I downloaded a jpg image first and then went to https://www.icoconverter.com/ site and converted the jpg file to ico file.

then created a new folder and renamed it. PUt the ico file inside the folder and then changed the icon of the folder.

I clicked the address bar and worked on desktop.ini file.

after all this i connected a usb drive which is NTFS format and pasted it there .
THe moment i post it there it changes it to standard folder icon and one more time I screamed my lungs out

WHYYYYYYYYYYYYYY!!!!!!!!!!!
