How to re-boost USB file transfer speed after a 30 seconds idle?

Occasionally I transfer lots of huge files from my local computer to an external USB hard disk.
At start the transfer speed is around 70 Mbps.
So the transfer in focus could last for 20 minutes.
Thats ok.


While the files transfer is ongoing I do some other things. Even with the same or other USB devices.
The computer hardware detects that other processes need USB transfer resources too and decrease the first USB transfer speed to around 9 Mbps.
Temporarily decreasing speed is ok as well.


However later I stop using additional USB resources.
So the full USB transfer capacity will be available again for the initial file transfer operation.
Unfortunately the computer hardware does not detect this.
The transfer speed remains (forever until end) at poor 9 Mbps.


How can I tell the computer hardware:
If there is no more other USB usage for 30 seconds increase USB transfer speed again
?
