I have read about this issue before. I also had this on Windows 8.1, but never resolved it. It's not a massive issue, but when I boot up these adapters slow down the network connecting to the internet for around 30 seconds. I only use an Ethernet connection so, do not need these adapters.

I've tried disabling them and uninstalling them, but they always reappear!

If anyone has resolved this issue please can you let me know how you did it. Thanks.

According to what I can find those adapters are usually associated with
VPN software or some third party security suites such as Comodo, Trust Connect, etc.,
If you do not have any such software installed then I would think that uninstalling them from device manager (show hidden devices) should be a possible solution.
