SOLVED I need help, 100% CPU usage, It's due to one of the microsoft services.

I tried https://www.drivereasy.com/knowledge/wmi-provider-host-high-cpu-usage-on-windows-10-solved/ and that didn't work
I tried searching in my event viewer, I cannot find the problem.
It's 100% CPU when I load all services normally but it gets to be 2-10% CPU when I do the diagnostic startup
I used https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer and it showed me that the system idle process is 75%-95%
I just realized something, It shows 5-10% CPU usage on process explorer and 100% on the task manager.
Is my task manager bugged and it's showing 100%? In resource monitor, it shows my CPU is 127%

I FIXED IT! I went into power options and change advanced power settings then I click restore plan default.
