Installing sound card

The sound on my Windows 10 PC in recent months has stopped working. I bought a cheap Chinese PCIe sound card to see if that was a quick way of getting sound back. I have inserted the card in a PCIe slot. When I try to run the Setup program on the CD supplied with the card, it says "PCI C-Media audio device does not exist", and quits the installer. How do I get Windows to recognise the new sound card and install the driver for it?

Whatever caused the onboard sound adapter to fail could have affected the PCIe slot/s and cause an Add-in card not to be recognized. Usual solution in such a situation is a new motherboard. Do any of the USB ports work?
