SOLVED KB4490481 April 2nd 2019 error.

Just installed this update on one computer so far, install was successful, however Windows Update in settings is failing with the following Event Viewer reported error:

When selecting Update and Security from the Windows Settings screen the Update and Security screen has the menu on the left (as normal) and the search box at the top, but the rest of the screen is blank (no options for Check For Updates, Update History, Advanced, etc)

Then it just terminates after about 5 seconds with no pop up error messages.

Edit: did a manual install of the update, and it appears to have corrected the problem, the update screen is back to normal.
I've now installed this update on the two other computers one with manual install, and one via WU, both computers are showing the update screen correctly.
