My PC Freezes and Needs Hard Shutdowns

My PC randomly freezes, accompanied by a buzzing sound at times, which can be quite loud. This occurs both during normal usage and sometimes even during startup, although without the buzzing sound. After a freeze, I have to perform a hard shutdown, and upon restarting, the cycle repeats.
