Need Help badly !! Stuck on a loop!

Hi everybody how is it good I'm in desperate need of help as of right now I been stuck for 2 days trying to fix my pc its a " IBuyPower" I recently put a disc in for windows 10 to " activate it " and it worked but now I am stuck on "Hi There Lets get a few basic things out of the way." Then I click next and it says " get going fast " then says " use express settings" and I do and it says " just a moment " then starts all over again big loop !! I need help bad please !!

This may help? Don't use the express settings it's most likely gleaning all your information and sending it to MS use the customized setting.
