Which password are you trying to use.

Safe Mode normally accepts the Microsoft Sign in password as opposed to pin, or local account

I have found that you need to choose option 5 (safe mode with internet) to get it to accept the normal password.
Solved, after a few hours of frustration!

I have the same problem since the upgrade with my Dell Laptop. F8 "safe mode" doesn't work.
Found that typing msconfig and selecting Boot tab> checking boot in "Safe mode works" for me. It comes up with some dialog app not found "Go Start" whatever that is, I click OK and the PC boots to safe mode. To return to normal boot you have to uncheck "Safe Mode" I can use my Admin password too.
