Pin Login Problem

I updated from Win 7 and it all went smoothly. I then set up my Microsoft account with my user name and password. No problems there. I sign in now with my password on the lock screen. I then decided to set up a pin login. I click on 'Add Pin' and usually am asked to put in my password which I do, then a blue 'Set up a Pin' box comes up with a moving circle in front of 'Just a moment'. This stays on the screen for hours until I cancel it. I just cannot set up a pin login. I reverted back to Windows 7 and reinstalled win 10 and this time during the setup I asked it to set up a pin but again, the just a moment stays all the time. Any help in setting a pin login would be appreciated.
