Problem installing apps

After installing Windows 10 was completed on my laptop and restarted, I try to install my new HP printer applications and driver by using a CD/DVD with Setup.exe program, but can not be executed and was issued the following message:

User Account Control
X This app has been blocked for your protection
An administrator has block you from running this appication for more
information contact the administrator
Program: Setup.exe
Publisher: Not Trusted
File Origin: CD/DVD
Program location: "E:\Setup.exe"

My question is how do I installing the HP printer software?
Who is the Administrator? where I as the primary user and the administrator can not install it.
