SOLVED Problem Installing Win10 Update

I am on version 1511. the newest version is 1607.
When I try to update it says it has problems, try later and refers to 0X80070422
That message talks about "BITS"
I stopped it then started it ( net stop bits net start bits)
it is running but the same problem

I need step by step instructions how to update version.
I have recovery media
If any one can tell me in a straight forward manner what to do I would appreciate it.

I solved thw indows update problem by re-installing windows 10, It picked all the updates.
