Program icons pinned to taskbar 're-paint'

Occasionally, the icons pinned to the taskbar disappear for a fraction of a second, then re-appear.

I'm concerned as to whether this is normal or whether it might be a symptom of a problem, although I'm not noticing any other issue.

Any suggestions for how to discover the reason for the 're-painting'?

I've noticed it also and can only attribute it to something running in the background, either third-party software or Windows itself, that could be re-reading/re-loading things in RAM causing the redraw of the Desktop and Taskbar. File Explorer is involved since it is also pretty much the core of Windows.

I have the same issue, it flashes every now and then but settles down, I think it is Windows update (possibly) and/or system doing things in the background. It doesn't affect my PC (s) at all though!.
