I'm using Windows 1809 with latest updates. However, starting with the previous version, my split-screen function began to misbehave. That is, I had to find a sweet spot on a website to reduce it to half Screen. I was using the old version of Edge at the time. I complained to Microsoft about the problem and demonstrated it, but Microsoft did nothing to help me so far as I know.
Then, I got the trial copy of the new Chrome/Edge browser. With that browser, the sweet-spot issue disappeared, but a new problem appeared. Now when I launch Quicken after setting up a half-screen display of a website, Quicken takes over the entire screen. I haven't complained to Microsoft nor Quicken about this latest problem but hope to do so soon. However, maybe someone on this forum knows the answer to my Quciken-screenhog problem. This problem occurs with the Tablet Mode and Desktop Mode.
