Random, partial pixilation of jpeg images, icons

Apparently random areas of pixilation appear on jpegs, the pixilated areas changing and moving position with each mouse click (e.g. to crop, to save, to cancel). Some icons on desktop are distorted (e.g. Facebook). When opening Google Chrome, there is a brief 'flash' of pixilation across the screen. When opening some programs or files, the "blue circle of death" is pixilated and shaky. Parts of banners on some websites (e.g. bank) are pixilated and/or distorted. If pixilated images are posted (e.g. on Facebook), the pixilation is retained. I know of at least three other people who are experiencing this problem. Does anyone know what the cause might be? And of course, how to fix it?
