SOLVED Restore Down Button does not work

I have had my laptop for 1 year, and the restore down button (double squares) recently stopped working. The button does drop the page down about one eighth of an inch, but that's all.
It is NOT in tablet mode, and I turned tablet mode off.
Can anyone help?

The purpose of that button is to either Maximize or to Restore to the previous view, not down or whatever that was. I'd do the Restore then resize as desired by dragging the edges, move the mouse over them and click drag when the double-arrow appears.
